I NEVER hesitate to compliment someone if I feel they have something that's note-worthy.

It took me a long time (most of my life, really) to learn that habit, but it's one of my favorites, now. There's nothing like seeing the smile on someone's face - by they friend or stranger - when you pay them a compliment. ;)
